Fines

fines are a violation of the equal protection clause of the constitution
ok and the point.. the equal protection clause tries to remedy the tendency of laws to protect or punish the population disproportionately

if mr rich and mr x both get moving violations.. they are issued similar fines however . Mr x has substantially lower income and assets than mr rich mr x has suffered far more punishment .. either fines should be income based or the punishment is unequal ..
